A common way to test the speed and reliability of a host is to run numerous PINGs and Trace Routes to the host from various locations at different times throughout each day of the week. Once you have compiled a list of hosts that seem to meet your criteria, begin the tests. By keeping track of the results throughout a seven day period you will be able to have a nice general idea of how reliable the servers are and how quickly they will be able to deliver your pages.

This page will not be explaining the mechanics of how a ping or trace route works, but rather offers a list of links that will explain and/or perform pings and trace routes for you.
